UK Home Secretary criticised forcensoring immigration report



Opposition politicians and immigration activists criticised the UK's Home Secretary on 8th August 2013 after she used her powers to redact or censor a report by the country's Chief Inspector of Borders and Immigration, John Vine.

The shadow immigration minister, Chris Bryant, asked 'what possible reason can there be for redacting elements of a report by a highly-respected independent inspector?' and concluded 'this is a cover-up to hide her own failings.

The leader of the anti-immigration UK Independence Party (UKIP, Nigel Farage, said 'It is extremely concerning that a report into the operations of our border security is being censored by the Home Office. We have to ask them, what on earth are they hiding?'

Immigration responsible for much of UK population growth



Newly released figures show that the UK's population rose by 419,900 in the year to June 2012. Of this rise, about 40% (165,000) was caused by UK immigration and the rest by a baby boom in the UK. But analysis of the figures shows that many of the babies in that baby boom were born to first generation mothers and so immigration is responsible for a considerable proportion of this rise too.


There were 813,200 births over the year. More than 25% of these babies had mothers born outside the UK.

The UK's population rose by more than any other country in Europe over the year to June 2012. Its nearest rival was France where the population rose by 319,000.

Australia: 457 visa holders to be charged for children's schooling



The Western Australian territorial government has announced that it is to charge 457 visa holders a fee of AUS$4,000 per year for every child educated in government-funded schools. The government hopes to raise $120m over four years by introducing the charge.

The Western Australian state government treasurer, Troy Buswell, said that the fee was necessary because the numbers of such children has risen sharply through Australia Study Visa. Mr Buswell said that there were 290 children of 457 visa workers in publicly funded schools in 2005. By 2013, this figure had risen to 8,600; a 29-fold increase.

He said 'the simple growth in numbers has put massive pressure on the education system and by extension, massive pressure on the balance of the taxpayers of Western Australia'.

Immigration To Take Centre Stage At Next UK Election



Conservative Party chairman Grant Shapps made a speech on 31st July 2013 which signals that the Conservatives intend to fight the next election as a party that is tough on UK immigration.

The UK now has fixed term parliaments and so the parties know that the next election will be held in June 2015. While this is still nearly two years away, commentators say that Mr Shapps's speech can be seen as 'a drawing of battle lines for the election.

Speaking in London, Mr Shapps said "In opposition, Labour opposed all the [Coalition's] changes to tighten border controls. They've even proposed going further - planning a higher target for UK immigration. So back in government, immigration goes up, bringing new pressure to our public services and fresh strains on health, housing and education."

UK Government Split By Illegal Immigration Ad Campaign



A recent advertising campaign run by the UK's Home Office has caused a public disagreement between senior ministers in the UK's Coalition government. The campaign, which ran for a week and ended on 28th July 2013, was intended to persuade illegal UK immigrants to 'go home'.

The Business Secretary Vince Cable said that the adverts seemed to have been designed 'to create a sense of fear in the British population'. Mr Cable said that Liberal Democrat ministers in the Coalition government had not been consulted about the campaign.

Mr Cable went onto say that the campaign was 'stupid and offensive' and said that he thought that it would be discontinued. Mr Cable said that the country did have a small problem with illegal immigration but said that this should be dealt with 'in a measured way'.

UK Prime Minister criticised for immigration comments



The Prime Minister of the UK, David Cameron, has been criticised by a range of business leaders after agreeing that immigration was 'a constant drain' on the UK's economy.The Prime Minister was answering questions at the Bentley car plant in Crewe, North West England, when he was asked why he did nothing to stop immigration which was a 'constant drain' on the economy. He replied 'I basically agree with you…in the last decade, we have had an immigration policy that's completely lax. The pressure it puts on our public services and communities is too great'.

The Prime Minister sought to persuade his audience that his government was improving the situation after years of mismanagement by the Labour Party when it was in power.

Britain needs millions more immigrants to reduce strain of ageing population




Britain may need millions more immigrants over the next 50 years to reduce the "unsustainable" pressure that the ageing population is putting on the economy, the official forecaster has said.
The Office for Budget Responsibility said that spending on the state pension, social care and healthcare will rise from 14 per cent of Britain's GDP to almost a fifth.
The report found that allowing more than 140,000 immigrants into Britain a year, equivalent to 6million people, would help increase the overall number of people who are in work and improve public finances.
Its analysis suggests that Britain's borrowing as a propotion of GDP would rise to 99 per cent if there is a steady flow of UK immigrants. If there was a complete ban on immigrants, borrowing would rise to 174 per cent of GDP.
David Cameron has pledged to reduce the levels of immigration into Britain to "tens of thousands" during this Parliament. Last year the number of immigrants dropped by 89,000 to 153,000.
The report says: "Our analysis shows that overall migration has a positive impact on the sustainability of the public finances over our 50 year horizon."There is clear evidence that, since migrants tend to be more concentrated in the working-age group relatively to the rest of the population, Uk immigration has a positive effect on the public sector’s debt dynamics."
The OBR found that Britain's ageing population and strained healthcare system means that there will need to be an extra £19billion of spending cuts or tax rises after 2019.
The additional savings, which could be spread over the next 50 years, are on top of the £153billion of austerity measures the government is alraedy implementing.
If no action is taken, the burden of an ageing population in terms of pensions and healthcare will wipe out much of Chancellor George Osborne's spending cuts, leaving the UK with a £65 billion hole in its finances, according to the OBR.
In its annual fiscal sustainability report, it said: "It is clear that longer-term spending pressures, if unaddressed, would put the public finances on an unsustainable path."

Robert Chote, chairman of the OBR, said on presenting the report: "Since last year, the underlying deficit and debt path look less favourable.
"But this and the costs of long-term care reform are likely to be offset by the Government's announcement of additional spending cuts in 2017-18 and savings from the single tier pension.
"That said, there are huge uncertainties around the scale of the challenge and the UK is certainly not alone in confronting it."
He added that the extra £19 billion needed to get borrowing back on track could be spread over the next 50 years rather than action taken in one go.
In a written statement, Chief Secretary to the Treasury Danny Alexander said the OBR's report shows that without the steps taken over the past year, public borrowing would be around 50% of GDP higher in 50 years' time.
He added that the report identifies the extra spending cuts as "one of the key factors in containing the growth of spending over the long-term, demonstrating the importance of the Government's programme of fiscal consolidation for the long-term health of the public finances".
The OBR said Mr Osborne was shown a draft copy of the report in early July and had not revealed any further measures that should be taken into account.

UK Firms complain as Tier 2 visas become harder to get



A leading UK lifestyle management company has said that it may have to move parts of its operations overseas because it has become so difficult to bring in skilled staff with Tier 2 Visa (General) skilled worker visas.
Alex Cheatle, the founder of Ten Group, told the Financial Times 'If you cannot recruit managers for a team here, you have to shift the entire department offshore'. He continued 'I am very passionate about being a British-based business but it becomes much more difficult to sustain that when you have got a global company'.

Ten Group was founded in 1998 by Mr Cheatle and his business partner Alex long. It runs 'lifestyle concierge services' for businessmen, making their appointments, booking flights and restaurants, and the like. It started with 20 clients and now has one million members around the world and has 350 staff in six countries.

Another UK entrepreneur, Nick Halstead of Datasift, had similar concerns about the Tier 2 visa system. Mr Halstead told the FT that he had had great difficulty in securing a visa for a 'crucial' software developer from Japan.

A UK education body has called on the UK's Home Office to stop changing in the rules for Tier 4 sponsors. The Higher Education Better Regulation Group (HEBRG) says that the UK's Home Office has created uncertainty among colleges and universities and says that this lack of clarity has cost them about £67m in administration costs in 2012-13 alone.

The HEBRG says that universities are, and always have been, willing to comply with Home Office rules designed to ensure that only genuine students study at UK educational institutions but Andrew Boggs, an HEBRG policy advisor said 'higher education institutions are prepared to meet Home Office expectations on student Uk visa compliance but confusion over requirements and constant rule changes have led to waste and overspending in an effort to comply'.

Since 2009, UK educational institutions have had to be Home Office licenced Tier 4 sponsors in order to teach students from outside the European Economic Area. Higher educational institutions have complained that the UK Border Agency (UKBA) constantly changed their guidance and made it almost impossible to comply with the rules.

UK immigration inspector says UKBA ignored police data on missing asylum seekers



The UK's chief inspector of immigration, John Vine, has issued a final damning report into the workings of the UK Border Agency (UKBA) which was abolished in March 2013. He found that, while there had been improvements in the organisation's systems for finding asylum seekers in its final months, it continued to ignore important data right up until the end.
Mr Vine has been the UK's chief inspector of immigration since 2008. He was recently reappointed and will stay in his position until July 2015. He is considered by the Home Affairs Committee, a committee of MPs which oversees the work of the Home Office, to have been successful in discovering inefficiency and bad practice in the UK's immigration authorities
In November 2012, Mr Vine's office issued a report into the working of the UKBA's handling of 'legacy asylum cases'. These were asylum claims which had been 'lost' by the UKBA and left undecided, often for many years. In 2006, an internal review in the Immigration and Nationality Directorate of the Home Office, which then handled UK immigration, had uncovered some 450,000 such cases which had not been dealt with. The UKBA was established in 2008 and instructed to clear this backlog by 2011.

Boris Johnson says UK should give amnesty to illegal immigrants


The mayor of London, Boris Johnson, has backed a plan to give an amnesty to illegal immigrants who have been in the UK for twelve years or more. Mr Johnson was speaking on London news radio station LBC Radio on Tuesday 2nd July 2013 on his new Ask Boris show.
Mr Johnson was asked by co-presenter Nick Ferrari whether he supported an amnesty for all illegal immigrants. He said that, in fact, the UK already has an effective amnesty for people who have been in the country illegally for twelve years. He asked 'why not be honest about it?'
Mr Johnson said that he had made this suggestion before in 2010 and all the major party leaders had 'turned their machine guns on me'. Mr Ferrari asked Mr Johnson whether he would 'reward' people who had broken the UK immigration law by granting them British Citizenship.

On Monday 10 June 2013, a number of minor changes to the Immigration Rules have been published which will come into force on 1 July 2013.


Changes to the Immigration Rules, July 2013

They include:
*changes to the documents required for approved English language tests;
*clarification that 'regulated financial institutions' means those regulated to provide personal savings accounts or student loans
*more legal courses are now exempt from the time limit on study for Tier 4 student visas.
*a resident labour market test is not needed for applications for a religious worker (Tier 5) extension.

UK judges attack government over cuts to legal aid for migrants


The UK's legal establishment has united in condemnation of plans by the government to limit the right of some immigrants to the UK to receive legal aid in immigration cases. The UK's Justice Secretary Chris Grayling, announced plans to bar immigrants from receiving state funded legal assistance until they have lived in the UK legally for twelve months. Among those who would lose the right to legal aid would be 'illegal visa overstayers, clandestine entrants and failed asylum seekers'.
Mr Grayling's plans form part of a series of cuts to his department's budget which have caused concern among the nation's lawyers. The UK's Coalition government is dedicated to cutting billions of pounds from government spending which it believes is now at an unsustainable level. The government is faced with a large budget deficit which it is seeking to reduce.
Mr Grayling has also announced proposals to remove eligibility for legal aid from most UK citizens and to change the system so that defendants in criminal cases will be provided with a state-appointed solicitor rather than choosing their own representative as they do at present. Law firms will bid for contracts to provide services for a geographical area and will then be allotted all cases of defendants born on certain dates or with surnames beginning with certain letters of the alphabet.

Major changes in Australia’s visa programmes outlined in annual report


The last year has seen some major changes in visa programmes in Australia which are outlined in the latest annual Migration Trends report from the Australian government. One of the biggest changes was the introduction of the online skilled migration selection register, SkillSelect in July 2012. SkillSelect allows Australia to invite the best and brightest migrants by facilitating their ranking and selection on the basis of their qualifications, work experience and language abilities.
Major change was also prompted by a report known as the Knight Review which came up with 41 recommendations for the student visa programme. The Department of Immigration and Citizenship said that it has now implemented more than half of them. These include the introduction of streamlined visa processing where eligible students, regardless of their country of origin, are assessed as though they are lower risk and have reduced evidentiary requirements.
Reforms to the Business Skills visa programme began in July 2012. These reforms are designed to better attract people with entrepreneurial talent and a successful business history to Australia. ‘Included in the reforms are a reduction in the number of different business skills visas, which is intended to provide a clearer pathway to permanent residence and an innovation points test which includes points for financial metrics, registered patents, trademarks and evidence of export trade experience,’ said a DIAC spokesman.
The visa application process is being simplified. The department’s visa simplification project, an initiative designed to reduce the number of visas, simplify the visa application process and improve integrity continued through 2012. As a result the number of different skilled visas has decreased from 27 to 11 and the number of temporary visas has gone from 17 to eight.
The Migration Programme is the main option for permanent residence in Australia and has two main categories; the Family Stream which enables the migration of immediate family members and the Skill Stream, which targets migrants who have skills, proven entrepreneurial ability or outstanding capabilities that will contribute to the Australian economy.
In 2011/2012, the Migration Programme delivered 184,998 places of which 125,755 went to Skill Stream migrants. The Family Stream outcome for 2011/2012 was 58,604 places, a 7.4% increase on the 2010/2011 level. The planning level for the 2012/2013 Migration Programme is 190,000 places, an increase of 5,000 places and the highest figure on record. Of the additional 5,000 places there are 3,400 Skill Stream places, 1,585 Family Stream places and 15 more places planned for Special Eligibility.

Depending on the purpose and duration of their visit, people can come to Australia on either a visitor visa or a temporary resident visa. Visitor visas are mostly used by people visiting Australia for holidays, tourism, recreation, or to see family and friends.

The Working Holiday Maker (WHM) Programme aims to enhance cultural exchanges and international relations with arrangement countries and has grown strongly. In 2011/2012 some 214,644 working holiday visas were granted, an increase of 15.7% and the highest number on record. In 2011/2012 some 253,047 visas were granted to international students, a rise of 1% and the first increase in student visas since 2008/2009. The decreases in student visa numbers in 2009/2010 and 2010/2011 followed 11 consecutive years of growth.

UK Prime Minister says it is wrong to dismiss those who fear immigration


David Cameron, the Prime Minister of the UK, delivered a speech on 10th June 2013 saying that it was wrong to belittle those with legitimate concerns about immigration. Mr Cameron gave a speech in the southern country of Essex shortly before the UK hosts the latest summit of the leaders of the G8; the eight wealthiest countries on earth The US, Germany, Japan, Italy, France, the UK, Canada and Russia.

The latest figures released by the UK government show that the UK immigration authorities managed to process only 51% of employment based UK visas within their Service Standard period (four weeks for postal applications) in the year 2012-13.
They were only able to process 25% of student visa applications within the service standard. Their service standard target was to deal with 65% of employment visas and 85% of student visas within the service standard period of four weeks.
The figures show that this performance was markedly worse than in the year 2011-12 when UK immigration dealt with 81% of employment visa applications and 78% of study visa applications in a timely manner. There is, as yet, no explanation for this woeful performance.
The total number of visas that were made was more or less the same in both years so there was no added pressure on the service. Throughout the period in question, senior staff at the UK Border Agency (UKBA) had been assuring UK politicians that the performance of the UKBA was improving.

UK Prime Minister says it is wrong to dismiss those who fear immigration


David Cameron, the Prime Minister of the UK, delivered a speech on 10th June 2013 saying that it was wrong to belittle those with legitimate concerns about immigration. Mr Cameron gave a speech in the southern country of Essex shortly before the UK hosts the latest summit of the leaders of the G8; the eight wealthiest countries on earth The US, Germany, Japan, Italy, France, the UK, Canada and Russia.
e G8 summit will be held in Northern Ireland at the Lough Erne Golf Resort on the 17th and 18th of June. A range of subjects will be discussed at the summit including

promoting greater transparency
Mr Cameron said that, in the past, particularly under the Labour governments of Tony Blair and Gordon Brown, the British government had had 'a patronising approach' to those who had concerns about immigration. Mr Cameron said that Labour had been 'seduced by the rewards of globalisation' and had not been 'alert enough to the risks'.

Australia is the best place in the world to live and work, according to the Organisation for Economic Co-operation and Development.
The UK, by contrast, comes 10th in the OECD's Better Life Index, behind the US, Canada and the Scandinavian countries. Britain did, however, fare better than Germany and France, which were ranked 17th and 18th respectively.
Australia retained its place as the world's happiest industrialised nation for the third year running, boosted by strong indicators for health and housing. Life expectancy in Australia is 82 years – two years above the OECD average, while 90% of people say they are satisfied with their housing situation, more than the OECD average of 87%.
Australia – which enforces compulsory voting – also scored highly for public engagement, with 93% turnout at the recent elections. That compares with just 66% in the UK, and the OECD average of 72%.
The UK, by contrast, scores well for income and employment but poorly for work-life balance. About 12% of employees work very long hours, more than the OECD average of 9%.
Average disposable income for households in Britain is £17,800 a year, above the OECD average of £15,300. But there is a considerable gap between the richest and poorest, with the top 20% of the population earning nearly six times as much as the bottom 20%.
The Paris-based thinktank measured 11 topics to gauge general wellbeing in a country, comprising community, education, environment, civic engagement, health, housing, income, jobs, life satisfaction, safety and work-life balance. Turkey was the lowest ranked of the 36 countries the OECD surveyed, with poor readings for almost all the topics.
Countries hit by the eurozone crisis were notably low on the list, with Portugal and Greece ranked 28th and 30th respectively. Both scored poorly on employment: in Greece some 56% of people aged 15 to 64 in Greece have a paid job, while in Portugal the figure is 64%, below the OECD average of 66%.www.imperialvisas.com

Britain launches 'super priority' same-day visa service for Indians


Britain on Tuesday rolled out the same-day visa for Indians, making it the first country to get a visa to visit UK within 24 hours.

The same-day visa service was announced by British prime minister David Cameron during his recent visit to India.

However, it comes with a fat price - it will cost £600 (nearly Rs 50,000) in addition to the price of the visa.

Those in Delhi and Mumbai will be able to apply for this service.

The UK home ministry said the 'super priority' visa is the first-of-its-kind to be launched ever and there are plans to expand the scheme to Chennai in the next few weeks.

Immigration minister Mark Harper said "this government is committed to encouraging international business to invest in Britain. India and Britain have a long history of trade and we run our largest visa operation in the world there. We are delighted to be able to launch our first same-day visa service in Delhi and Mumbai, and make our world class visa service even better."

UK home office added that the service will be available to those who are applying for a six-month or two-year multiple entry visitor visa (excluding student visit visas) and have travelled without difficulty in the last five years to one of the following countries - UK, US, Australia, New Zealand, Canada or a Schengen country. Those who are employees of companies that are members of the Business Express Programme (managed by UK Trade and Investment in India) and are travelling as an official business visitor will also be able to apply.

The Home office added "We strongly recommend that customers with any form of adverse immigration history do not use this service. Using the super priority visa service does not imply or guarantee in any way that your visa application will be successful. All applicants must meet the requirements of the UK's immigration rules."

UK's minister of state at the foreign and commonwealth office (FCO) in-charge of India Hugo Swire said "Our signal to India is clear - we are open for business." Swire accompanied British prime minister David Cameron during his recent India.

Swire had told "we want India to invest more in the UK. There is huge opportunity for investment as billions will be required for renewal of Britain's public infrastructure."

India will be the first country where the new single-day visa will be rolled out following which it will be rolled out in China, Brazil, Turkey and South Africa.

Current cost of a business visa for a short-term (up to 6 months, single or multiple entry) costs Rs 6650. A long term visa valid for up to 5 years costs Rs 42,200 while that for 10 years cost Rs 60900.

Over the past five years, on an average, 70,000 business visas have been issued per year to Indians.

Officials say the issue rate has been high with "almost all Indians who apply for a UK business visa get one."

In 2012 for instance, 67,400 business visas were issued of the 69,600 applications received - an approval rate of 97%.

UK's home office says the new scheme, announced during Cameron's recent visit will feature a super priority visa service for regular visitors, trusted business visitors and Tier 2 applicants.

The Home Office says the vast majority of applications - over 97% of UK business visit visas and 86% per cent of visit visas - are approved and UKBA processes 95% of applications within 15 working days.

British High Commissioner to India Sir James Bevan recently said over 300,000 Indians come to the UK each year.

Tourism is a major contributor to the UK economy (9% of UK GDP and employment) which in 2012 attracted just over 31 million visitors, our best year since 2008.

Sir James Bevan said "By 2020 we aim to attract 40 million visitors a year. Indian tourists are central to that ambition. As India's prosperity grows and its middle class expands, more and more Indians are looking to travel abroad. When they get on that aircraft, we are very clear where we want them to come: to the UK. But we never forget that everyone has a choice. There are 193 countries in the world: all of them have something to recommend them." A scathing report recently by the House of Commons Home Affairs Committee had found that the already existing backlog of applications will take 24 years to clear by the UK Border Agency.

Student visas


Tier 4 (Child) students
You can apply as a child student under Tier 4 of the points-based system if you are between 4 and 17 years old. If you are between 4 and 15 years old, you must be coming to the UK to be educated at an independent fee-paying school.

Tier 4 (General) student
You can apply as an adult student under Tier 4 (General) of the points-based system if you are coming to the UK for your post-16 education. If you want to apply for a Tier 4 (General) student visa, you must apply from the country where you live.

Student visitor visa
If you are 18 or over, and you want to study in the UK for up to 6 months, and you do not want to work while you are here, then you will need a Student visitor visa. If you want to study purely English language courses, you can apply for a Student visitor visa that allows you to stay for up to 11 months. You can only apply for the extended student visitor visa from outside the UK. While in the UK on a Student visitor visa, you will not be allowed to switch and apply for a Tier 4 (General) student visa.

Prospective student
You can apply as a prospective student if you want to come to the UK to help you decide which course to study, or if you plan to start a course of study within 6 months. You will be able to switch and apply for a Tier 4 (General) or Tier 4 (Child) student visa while you are in the UK.

New Report Highlights UK Immigration Deporting Parents without Their Children


The report, Fractured Childhoods: the separation of families by immigration detention, looks at data from BID clients between 2009 and 2012. Of 111 detained migrant parents in the UK, 15 parents were deported or removed from the UK without their children. In 85 of the cases, children were placed in fostering arrangements or local authority care, which has cast concern over the process of separating children from parents and the long-term repercussions of this action.

In 1 of the 15 cases of parents deported from the UK without their children, the parent was not given any notice of his removal and was therefore unable to take legal action to prevent it. This is in direct violation of the UK Border Agency’s Enforcement Instructions and Guidance which requires a minimum of 72 hours to be allowed between notice of removal and the removal itself.

13 of the 15 cases where parents were removed by UK Immigration involved fathers, and two involved mothers. One of the mothers was also pregnant when she was deported without her husband and 2 children (both under the age of 18). While the majority of these cases involved the children being in the care of the other parent, 2 of the parents were single fathers and their children were left in foster care. These 15 cases impacted the lives of 22 children.

The children’s lives were disrupted further, as in 7 cases they did not have any leave to remain in the UK themselves, despite a number of them having been born in the UK or having lived in the UK for the majority of their lives.

Dr Maggie Atkinson, Children’s Commissioner for England, stared that “ I do not have a sense, reading the accounts of the children and family members in this report, that the government has yet fully developed a process where the interests of the child have always properly or fully been considered…”.

The report makes a number of specific recommendations, including a time limit to be placed on UK immigration detention to prevent prolonged separation, and for the best interests of the children to be a primary consideration.

UK Immigration officers demanded payments from visa applicants


A British court has heard allegations that a UK immigration officer demanded illegal payments from visa applicants and warned them that, if they refused to pay, their applications would be refused.

This week, a jury at Croydon Crown Court was told that Waseem Majid, 35, of Woolwich, south-east London and two others; Sanam Mia, 43, also of Woolwich, and Muhammed Qadiri, 53, of Ilford, east London, had conspired to breach UK immigration laws. The three deny all charges.

The prosecution alleges that Majid would take the details of applicants to his home and then contact them by phone. He would then threaten to refuse their applications unless he received payments of up to £1,000.

UK will limit immigrants' right to challenge immigration decisions


Chris Grayling, the UK's Lord Chancellor, (as the justice minister is called in the UK) has announced changes to the justice system which will limit the right of people to use the courts to challenge decisions made by the UK immigration authorities. The changes are due to come into force this summer and will bar some people from bringing 'judicial review' (JR) against immigration decisions and increase the costs of doing so.

Mr Grayling says that immigration solicitors have been using JR as 'a cheap delaying tactic' and he is therefore determined to limit its use. 77% of JRs are brought in immigration cases.

JR is a legal proceeding whereby someone who believes that a public body (such as the Home Office) has made an unlawful or incorrect decision can apply to the UK's High Court for a ruling that the decision was wrong in law. The court can order the public body to reconsider its decision and to pay damages.

Mr Grayling and officials at the UK's Ministry of Justice are concerned that the number of JR applications has been rising in recent years. There were 6,692 applications in 2007 and 11,359 in 2011. Of those made in 2011, 8,734 were against immigration decisions.
